power: bcl: Fix BCL code for enabling the monitoring by default

Current BCL module has a bug where it doesn't enable the
BCL monitoring when the "qcom,bcl-enable" devicetree property
is defined.

Fix the code to enable the BCL monitoring during probe
if the required devicetree property is defined.
