msm: platsmp-8625: Use real cpu number

Don't use 2nd core as hardcoded CPU number in raise_clear_spi() and
msm8625_release_secondary() APIs. It will not work in the scenarios
where we have more than two cores in the system. Pass the real
CPU number as parameter to make the code generic.
