gdsc: Capture a second GDSCR value after a timeout occurs

If a GDSC timeout occurs, it may be useful to see if the state
captured in the GDSCR register is stable or has advanced after
the timeout was reported. Delay and log a second value of the
GDSCR register to accomplish this.
