ARM: dts: msm: Cleanup cpu clocks related data for MSM8939 v3

MSM8939 v3 follows 6 bit speed bin policy, define the various speed bin
registers those need to be read to determine the final speed. Correct the
speed bin tables to be used and also the corresponding cpufreq table and
cci frequency table to be used.
