ARM: dts: msm: enable CPR operation for VDD_APC0 and VDD_APC1 on msm8994

Enable CPR operation for the cpr-regulator devices that control
VDD_APC0 and VDD_APC1.  This ensures that power is saved by
allowing the voltage of these supplies to be reduced based upon
CPR controller hardware recommendations.
