msm: clock-local2: Update the MSB of CDIV in CBCR

Some LPASS clocks have 9 bits dividers. However, the LPASS clocks
are no longer controlled by clock-local2 driver. Therefore, update
the MSB of CDIV according to only GCC and MMSS clocks.
