msm: avtimer: enable avtimer for 8916

avtimer clock tick is used to timestamp the data buffers by camera
driver. The avtimer driver provides the API to get the Q6 out of
powercollpased state so that avtimer value read is correct. This
change enables the avtimer driver for Q6 APR version V3 which is
used by 8916.
