ARM64: dts: msm: Remove gcc_lpass_q6_axi_clk for LPASS PIL on 8994

On 8994, there is hardware support to turn on/off gcc_lpass_q6_axi_clk
automatically. PIL no longer need to keep an active vote on this
clock.

Removing active-only vote for this clock to save more power when LPASS
is power collapsed.
