input: touchscreen: bu21150: toggle HWRST in resume

Per hardware requirement, a toggle in HWRST is required when device
resumes from XO shutdown. Currently implementation assumes low state
in HWRST pin before pulling up will inherently trigger hard reset,
which may not be the case.
