defconfig: Enable SOFTLOCKUP_PANIC for MSM targets

Currently, only warnings are made when soft lockups are detected.
There may be some underlying problems for which it would be better
to get the system context on detecting such conditions. Hence
enabling SOFTLOCKUP_PANIC on MSM targets to trigger panic.
