ARM: dts: msm: add CPR static margin for APC0 and APC1 on msm8994

Testing across several different MSM8994 boards has shown that
VDD_APC0 and VDD_APC1 do not have sufficient voltage margin for
some corners.  Increase the static margin for these corners
according to the test results.
