defconfig: msm8909: Enable SUPPLY_LM Monitor driver

Enable SUPPLY_LM monitor driver for MSM8909.

This driver monitors power states of different HW blocks of
shared supply, SoC temperature and core leakage. Based on these
inputs, the driver throttle apps subsystem.
