msm: board-9615: Add android_usb_hsic_device only if HSIC device is enabled

In case that HSIC device is disabled the matching between android device
and usb gadget device fails and the usb device is not functional
therefore the android_usb_hsic_device will be enabled only if
HSIC peripheral (device) was enabled in the defconfig file.
