ARM: dts: msm: enable multicore PC support on 8916

On 8916 C0 is the primary core which enter into PC state and
come out of PC state. But with the recent design changes in
power drivers removes this limitation and now any core can
enter into PC and come out of PC. This patch enable the flag
to achieve any core PC support on 8916.
