msm: clock-pll: Move pll acpu vote ops support into pll clock driver

Multiple targets, e.g. 9615 and 9625, need to use the acpu vote ops
to prevent vote of pll from acpu blocking cxo shutdown. Therefore,
move this ops and its related implementation to the common pll clock
driver.
