ARM: dts: msm: update APC0 and APC1 fuse parameters for msm8994

Update the fuse parameters for APC0 and APC1 cpr-regulator
devices on msm8994 boards to match the finalized fuse layout.
Change the APC0 and APC1 turbo corner reference voltages from
1.115 V to 1.225 V.  This ensures that the same reference
voltages can be used for MSM8994 v1 and v2.  Also modify the
target quotient properties to reflect that fact that the
target quotient fuse parameters were packing onto the chips in
order to have enough space for the SVS2 corner that will be used
on MSM8994 v2.
