ARM: dts: msm: cpr: add DT parameters for fuse redundant on 8x10/8x26

MSM8x10 is not using the same redundant design as MSM8x26 for PVS
and CPR eFuse. Add device tree parameters to abstract the bit position
handling from the CPR driver, and treat all 8x10 PVS bins as Slow.
