power: qpnp-linear-charger: Disable follow-on-reset by default

Follow-on-reset re-enables charging if it was disabled prior
to reset. Disable this functionality if charging has been
explicitly disabled from DT. This is required for some
usecases where charging is required to be disabled across
resets.

Note that charging being disabled by default is only a
debug/test configuration.
