ARM: dts: msm: Use active set + sleep set for PM8226 LDO 8 regulator

Change the RPM set for PM8226 LDO 8 from active set only (1) to
the correct value of active set + sleep set (3).  This ensures
that requests made by consumers are correctly aggregated.
