msm: clock-8610: Change MMSSNOC AXI FSM clock dependency

Make the MMSSNOC AXI clock source depend on the FSM clock
to allow the FSM clock to be enabled whenever any downstream
AXI clock is enabled.

Also, the MMSSNOC AXI clock was left on until late init to
allow drivers to probe without the bus driver. Now that the
bus driver is in place remove the hack.
