ARM: dts: msm: update i2c bus frequency for liquid 8084

Currently, i2c bus, BLSP1 QUP3, is using 400K Hz. However, in liquid 8084,
one client of this bus, bq28400_battery, is using SMBus whose maximum
operating frequency is 100K Hz. Update this bus frequncy accordingly.
