clk: qcom: clock-gcc-8909: Support 456MHz for gfx3d clock

To support 456MHz of gfx3d the GPLL2 is moved to 912MHz and also the below
clocks are modified.

GFX --> 912/2 --> 456MHz
MCLK --> 912/38 --> 24MHz

All the modifications for clocks are applicable for only speed-bin0 of CPU
fmax.
