msm: wlan: update regulatory database

Incorporate the 2016-10-31 updates to the internal regulatory
database. Update countries Bahrain, Belize, Chile, Egypt, Honduras,
India, S Korea, Nepal, Panama, Russia, Senegal, TT and UAE. Also
update St. Kitts&Navis and St. Lucia dfs region.
