USB: dwc3: core: Add module parameter for TX fifo resize

Setting tx fifo resize flag is leading to discrepancy in
read throughputs for MTP function driver. Hence disable
this tx fifo resize flag and add a module parameter for
enabling/disabling this tx fifo resize at run time.
