power: qpnp-charger: fix battery always present issue due to bpd

Fix a previous error where if no qcom,bpd-detection
property is specified in device tree that the
bpd detection was completely disabled in HW
which leads the hardware to show that there
is a battery present. The same issue occured when
BAT_THM was specified via qcom,bpd-detection.
