msm: kgsl: Increase fault detection timeout for A304

A304 lower GPU version compared to other A3xx GPU,
it has been observed that with 200ms value triggering
false positives GPU hangs. Increase the timeout value
from 200ms to 400ms for detecting faults on A304.
