ARM: dts: msm: Add cluster cpus map entry for MSM8939

Some boot configurations, device boots with lesser number of cpus
and other cores which are not yet out of reset will be enabled
on post boot. So Kernel topology info for those cores won't be
available at boot and it causes to disable KTM cluster based
cpu freq mitigation. Add qcom,synchronous-cluster-map entry to
enable thermal cluster based mitigation for any boot configuration.
