msm: ipa: remove traffic classification workaround

IP packet TOS is encoded in the 3 MSB of the TOS/TC
octet. Clients now specify the TOS mask and value so
IPA driver no longer needs to internally convert the
legacy TOS based rule to the new TOS scheme.
