power: add POWER_SUPPLY_PROP_RESISTANCE_ID property

A given battery may have multiple resistance properties.

One of these is the ID resistance used to identify the type
of battery connected to the system. Allow the power supply
framework to report this value via POWER_SUPPLY_PROP_RESISTANCE_ID.
