ARM: dts: mdm9630: Use OCIMEM memory for QDSS USB Pipe memory

This change uses allocated 4KB OCIMEM based memory (3KB for data
and 1KB for desc FIFO) with QDSS USB Pipe memory. It also updates
all required configuration with QDSS USB Pipe.
