ARM: dts: msm: enable full APC0/1 CPR quotient scaling for msm8994

Enable per-virtual-corner CPR target quotient scaling for the
nominal and turbo fuse corners of VDD_APC0 and VDD_APC1 on
MSM8994 v1 as well as the SVS, nominal, and turbo corners on
MSM8994 v2.  This ensures that more power is saved for the
lower SVS and nominal frequenices.
