Revert "ARM: mm: Set the SMP enable bit for Cortex-A53" 



This reverts commit 21162d2d9fb7cb0caa45b0aebda95c526266c635.
The SMP enable bit for all 4 cores will be done by TZ both
during cold boot and hotplug.
