power: qpnp-fg: debug: dump sram partitions after first estimate

Add functionality to dump the battery and scratchpad partition
of the fuel gauge sram after the first estimate is available
from the fuel gauge.

This is only done when the module parameter first_est_dump is
enabled. Otherwise this work is not scheduled.
