ARM: dts: apq: add remote debugger dt entry for dragonboard8074

The Remote Debugger Driver implements a debugging mechanism that allows
a debugger running on a host PC to communicate with a remote stub running
on peripheral subsystems. Add device tree node for this driver on
dragonboard8074.
