msm: clock-8084: Create clock driver device

Add a device tree node for clock-8084 so that hw version differences
can be expressed through devicetree rather than socinfo.

Since the clock driver is now a device, it can use the normal interface
to get a regulator handle. Remove the qcom,consumer-supplies property
for vdd_dig.
