include: irqchip: msm-gpio: Fix the #ifdefs around gpio and pinctrl

The #ifdefs were defined in such a way that PINCTRL and GPIO_MSM
were still related. Clean the #ifdefs and make PINCTRL and GPIO_MSM
be selectable individually.
