msm: Kconfig: Enable DT based msm clock controller for MSM ZIRC

On MSM ZIRC, a new DT based msm clock controller is introduced.
This new controller can support parsing the clock data from device
tree and constructing the clock struct dynamically. This patch
enables the new device tree based clock controller for MSM ZIRC.
