ARM: dts: msm: Enable external regulators in 8092 DTV

Add the following:
1. USB 3.0 controlled by PM_GPIO 8
2. USB 2.0 OTG(Port-1) contrelled by PM_GPIO 9
3. Disable SMB210 and SMB211 control as they are switched ON
by PMIC PON sequence.
