msm: vidc: Adds support for high bit rate and frame rate

Increased the maximum value for controls
V4L2_CID_MPEG_VIDEO_BITRATE and
V4L2_CID_MPEG_VIDC_VIDEO_FRAME_RATE thus by
increasing maximum supported frame rate and bit rate.
