ARM: dts: msm: Split the SNOC into two NOCs for msm8909

Divide SNOC into 2 virtual NOCs (MNOC,SNOC) to accommodate
efficiency factor for mnoc clients only.

Add efficiency factor to be used in the bus aggregation
for MNOC clients.
