msm: kgsl: skip power collapse for A304 if power ctrl flag is set

A304 gpu is not able to update the TTBR0 register via the GPU
self-programming path after soft reset. If power collapse happens
soft reset being happened in adreno start path. Dont' allow the
power collapse for A304 when power control flag is set to non zero.
This will helps to avoid soft reset and SMMU registers access after
idle time out.
