USB: dwc3-msm: Restore security config after controller POR

In apq8084 when USB controller is power collapsed its security
configuration (VMIDMT and xPU) settings are not retained. This
requires usb controller driver to send command to secure channel
manager to restore the security configuration based on device id.
This allows USB controller to become functional after coming out
of the controller power collapse.
