msm: clock-8974: Add a 'depends' clock to the USB3 master clock

The USB3 master clock is synchronized with the USB3 slave using
the NoC FSM logic. However, the FSM is itself clocked by the
gcc_usb3_sys_noc_axi_clk. Therefore, to turn the USB3 master
clock on and off correctly with the handshake between the NoC
and the USB3 slave, the gcc_usb3_sys_noc_axi_clk must be on. Add
the gcc_usb3_sys_noc_axi_clk as a dependency of the USB3 master
clock.
