msm: kgsl: Turn on timestamp based IOMMU clocking for IOMMU-v1

Turn on timestamp based clocking for IOMMU-v1. This was turned
off due to global timestamps not being updated correctly. Since,
global timestamp updates are now fixed turn this feature on.
