msm: camera: Add defensive check for cfg_data and cmd_len 



cfg_data and cmd_len is used for all types except VFE_CFG_MASK.
copy user memory only if cmd_len is greater than 0 and perform
defensive check for cfg_data and cmd_len for all types exept
VFE_CFG_MASK.
