input: touchscreen: bu21150: allow LCD status flag update at FB events

LCD status flag should be updated whenever touch AFE driver receives
frame buffer events. Because touch function of this touch AFE has a
dependency on LCD state, unmatched LCD flag and AFE mode may fail
data transaction between AFE and MSM host. Suspend/resume function
should happen based on actual display continuous splash screen state.
