ARM: dts: msm: Add the NOC specific qos register offset for msm8909

Bus driver takes NOC specific qos register offset into consideration to
calculate correct qos register for specific master and then program
the qos setting into it.

Add the NOC specific qos offset register setting to program qos
value correctly.
