msm: kgsl: Remove GPU voting for OCMEM NOC bus clock

Since the GPU has a direct port based connection to
OCMEM, it doesn't need access through the OCMEM NOC
bus interface to the OCMEM. Hence remove voting for
this bus's clock by the GPU.
