ARM: dts: msm: specify a CPR clamp timer interval value for APC1 on msm8994

Configure the CPR clamp timer interval with a value of 1 for the
VDD_APC1 cpr-regulator device.  This value ensures that the CPR
sensors for a given A57 application processor core are correctly
reset when that core resumes from power collapse.  If the default
clamp timer interval value of 0 is used, then anomalous CPR UP
interrupts may be observed on some MSM8994 chips as A57 cores
resume from power collapse.

This setting has the side effect that software cannot accurately
determine the error or error_steps values associated with a given
up or down recommendation.
