ARM: dts: Restructure representation of bandwidth requirements for vidc

This commit deprecates qcom,bus-ports and qcom,(enc|dec)-(ddr|ocmem)-ab-ib
properties in favour of the DT structure suggested by the msm-bus driver.

This allows the vidc driver to publish the bandwidth requirements in a more
modular way, allowing for bandwidth tables to vary based on the codec and
the target's bandwidth requirements for the respective codecs.
